5. PUBLIC COMMENTS
Anyone wishing to speak to the City Council is asked to fill out a speaker card and give that card to the City Clerk at the staff table prior to the commencement of the meeting. Any public comments that cannot be heard within the next 20 minutes will be heard at the end of the meeting. If a member of the public submitted public comments on a Consent Calendar item, the item will be removed from the Consent Calendar for separate discussion and to hear the public comment on the Consent Calendar item at that time. Public comments may also be submitted by email at publiccomments@cityofartesia.us before 12:00 p.m. on the date of the meeting. Public comments for items not listed on the agenda will be heard at this time. Under the provisions of the Brown Act, the City Council is prohibited from taking action on items that are not listed on the agenda, but may refer the matter to staff or to a subsequent meeting.

9. CONSENT CALENDAR
It is recommended that Items (9A) through (9G) be acted on simultaneously in one vote unless a member of the City Council requests separate discussion and/or action on the item. In the event a member of the City Council requests separate discussion on a Consent Calendar item, or the item is removed from the Consent Calendar to allow for public comments on the item to be read. The City Council will consider that item immediately following approval of the rest of the Consent Calendar.

This is the time for Councilmembers to report on external boards and committee meetings attended and meetings attended at public expense. Additional general comments, announcements, and requests of staff and/or other issues of concern to Councilmembers may also be presented at this time.
