— Recommendation: Approve, and Authorize the City Manager To Execute on Their Behalf, the Agreement for Residential Curb Address Painting Between the City of Artesia and Care for the Children.

— Recommendation: Staff Recommends the Adoption of Resolution No. 26-3109, Awarding a Construction Contract to Onyx Paving Company, Inc. For the Highway Safety Improvement Program and Traffic Calming Street Improvement Project in an Amount Not To Exceed $880,900, Authorizing the City Manager To Execute the Contract and Certain Non-Monetary Amendments, and  Delegating Discretionary Authority to the City Engineer To Approve the Project Design, Plans, Specifications, and Estimates Pursuant to Government Code Section 830.6, and Finding the Project Categorically Exempt From CEQA; And

— Find That This Resolution Is Exempt From CEQA Pursuant to Section 15301 of the CEQA Guidelines.

— Recommendation: Approve Event Production Services Agreement For the 2026 International Street Fair and Diversity Festival in the Amount Not-To-Exceed $84,847.50, and Authorize the City Manager To Execute the Agreement.

— Recommendation: That the City Council Introduce and Waive the First Reading of Ordinance No. 26-988, a Site-Specific Amendment to the Mixed-Use Overlay Zone (Mu-O) Establishing a Residential Density Standard of 24 Dwelling Units per Acre for Property Located at Assessor Parcel Numbers 7040-017-001, 7040-017-002, and 7040-017-008 by Adding Section 9-2.4807(c)(7) to Article 48 (Mixed-Use Overlay Zone) of Chapter 2 (Zoning) of Title 9 of the Artesia Municipal Code;

— Affirm Planning Commission’s Conditional Approval of a Design Review Application for Case No. 2025-18 and Adopt Resolution No. 26-3097 for a 22 Residential Unit Townhome Development With Associated Parking and Landscaping Located on Parcels 7040-017-001, 7040-017-002, and 7040-017-008; And

— Determine That the Project Is Exempt From Further Environmental Review Pursuant to CEQA Guidelines Sections 15183 and 15332 and Direct Staff To File the Appropriate Notice of Exemption.

— Conduct a Public Hearing and Introduce for First Reading Ordinance No. 26-989, Amending Title 9 of the Artesia Municipal Code Relating To Streamlined Design Review Procedures, Fair Housing Consistency Revisions, R-1 Zone Modernization, Definitions Cleanup, and General Code Cleanup Amendments And, Amend Title 1 of the Artesia Municipal Code To Establish Reasonable Accommodation Procedures, Ordinance No. 26-990 Consistent With State and Federal Fair Housing Laws, Thereby Implementing Housing Element Programs Relating To Housing Opportunities for Persons With Disabilities;

— Find Ordinance No. 26-989 Exempt From CEQA Pursuant to Public Resources Code Section 21080.085; And

— Find Ordinance No. 26-990 Exempt From CEQA Pursuant to CEQA Guidelines Section 15060(C)(2) and 15060(C)(3).
