PRIOR CITY COUNCIL ACTION:

On May 9, 2023, the City Council signed a new five-year (5) Emergency Medical Services (EMS) Interlocal Agreement (ILA) with the City of Schertz for EMS service.

In 2024, the City Council approved the second year of the five (5) year ILA. 

BACKGROUND:

On April 22, 2025, City Manager and the Fire Chief had an initial meeting to discuss the EMS ILA for FY26 budget, along with eight other partners that have an EMS ILA with Schertz EMS. At present, this EMS ILA allows for a 3% maximum for Consumer Price Index (CPI) and population adjustment. This would be year Three (3) of the Five (5) year agreement. A presentation was given to the group showing that an increase of 35% was needed for FY26 of $893,738.12 and a 5% for FY27 $938,425.03 and 5% FY28 $985,346.28 to cover increasing costs to run the EMS. In FY25, Cibolo is paying $662,028.24, which is$17.52 a citizen (estimated population 37,787).

Over the past month, Chief Troncoso continued discussions with the Schertz EMS leadership to request alternative approach to help spread the cost increase over the three year period remaining in the ILA. This is the breakdown for the second option: A 20% for FY26 $794,433.89, a 20% in FY27 $953,320.67 and a 5% in FY28 $1,000,986.70. 

At the June 10, 2025 City Council meeting, EMS Director Jason Mabbitt gave an in depth presentation to City Council and provided additional details and information regarding the increase in his presentation along with supporting documents, including the contributing factors that drove the request to amend the EMS ILA. 

STAFF RECOMMENDATION:

Staff recommends the approving Amendment One to the EMS ILA, which includes an annual increase of $132,405.65 or a 20% increase in FY26 to $794,433.89. This would be followed by a 20% increase in FY27 to $953,320.67, and a 5% in FY28 to $1,000,986.70. This option has been programmed into the proposed FY26 General Fund budget.

FINANCIAL IMPACT:

As described above, FY26 would equal $794,433.89. This would be followed by a 20% increase in FY27 to $953,320.67 and a 5% increase in FY28 to $1,000,986.70.

MOTION(S):

I move to approve Amendment Number 1 to the Interlocal Agreement between the City of Cibolo and the City of Schertz, Texas, for Emergency Medical Services and authorize the City Manager to sign Amendment number 1 to the Interlocal Agreement between the City of Cibolo and the City of Schertz for EMS service.
