PRIOR CITY COUNCIL ACTION:
May 9, 2024... City Council adopts Ordinance 1676 approving the acquisition of the Noble Event Center, addressed as 203 S Main Street.
February 25, 2025... City Council approves the replat of the property, dividing one lot into three lots, separating the event center facility and parking lot from the other two buildings, which remain property of the previous owner.
March 11, 2025... City Council received an update on Use of Space (floorplan), Senior Program, Purchasing of Equipment and Furniture, Storage in Facility vs. Self-Storage Rental, Naming the Facility, Rental of Facility, and Budget (see Attachment 2).
June 10,2025...City Council heard a presentation on the proposed naming of the new facility. Council tabled the item and asked that it be brought back to Council for consideration at a meeting in July. Council asked to have the Historic Committee consider the naming of the facility from a historic perspective as well. The Historic Committee discussed the request but decided not to provide an opinion on naming the facility since the facility itself is not a historic building.
BACKGROUND:
The City acquired this property last year to increase City facilities to accommodate staffing, services, and programs as the City experiences continued growth. One high priority was to relocate the Senior Program from the Grange Hall. This relocation will increase the space for the seniors who enjoy the Monday through Friday program. Another need was to provide additional office space for staff. Lastly, City Council expressed support to provide The Chamber with an office and lobby space to establish a Cibolo Chamber location.
The City Council needs to rename the facility following the established Commemorative Naming Policy Directive 2016-01. The City Council will designate the names of city buildings, public places, parks, structures, facilities, and natural features by resolution.
Procedure
The following process is per the Commemorative Naming Policy Directive 2016-01:
- The Mayor, and City Council Member, the City Manager or any citizen of the City of Cibolo or interested group may request the naming or renaming of a city building, public place, park, structure, facility, or natural feature (heretofore referred to as "designated features"). Requests will be in writing to the Office of the Mayor.
- Suggestions for names may be solicited from organizations, individuals, and the media. All suggestions, solicited or not, will be acknowledged and recorded for consideration.
- If a contest or competition is to be held, the City Council shall provide guidelines and rules for the contest.
- The City Council will make every effort to contact and solicit comments from surrounding property owners, residents, affected parties and the general public of Cibolo before taking action on any naming of a designated feature.
- The City Council will provide appropriate public notice/public hearing on any naming actions in conjunction with other agenda items for regularly scheduled meetings. A period of 30 days will be provided for any written public comment on any naming action.
- The City Council will approve or disapprove any naming or renaming action by resolution.
- The City Manager, upon approval of a naming or renaming action by the City Council will implement names or name changes to the designated feature. The City Manager will notify those who have submitted the suggestion and other appropriate offices and agencies. Upon City Council denial of a name or name change, the City Manager will notify those who sponsored the initiative.
Criteria
The Commemorative Naming Policy Directive 2016-01 (see attached) provides the several criteria, which are summarized below for reference:
- Avoid Duplication, Similarity, and Inappropriateness
- Consider geographical location or historical or cultural significance
- In honor of an Individual, who has enhanced the Quality of Life within the City within one or more of seven (7) categories
- Recognize an individual (alive or deceased) if that individual has made a significant financial contribution to the facility
- Historical name commonly, but unofficially, named by residents in the area
- Portions of facility named another name other than the entire facility
- Use address until formal name is adopted
- Changes of the names for existing public buildings, facilities, and man-made places
- Designated features indicated on general usage maps for fifty years or more
- Historic names placed on designated landmarks listed in the Texas Historical Commission or national Register of Historic Places
- Resist Renaming Facilities
STAFF RECOMMENDATION:
Provide direction to City staff on a proposed name. A resolution will be prepared and brought back to City Council for formal action in accordance with the City's Commemorative Naming Policy Directive 2016-01 (see attached).
FINANCIAL IMPACT:
There will be an expense for signage that is to be determined. At a minimum, the City will need to install a wall sign on one or more elevations, to provide a new sign atop of the electronic message sign, and to place a commemorative plaque to recognize the Jackson family. The cost can be covered by the Cibolo Public Facility Corporation Fund.

Suggested Motion: I move to rename the 203 S. Main Street facility to [insert name] and direct the City Manager to return with a resolution to officially rename the facility.
