PRIOR CITY COUNCIL ACTION
City Council approval of the FY25 Budget, which included funding for the Public Works Street Maintenance Program.

BACKGROUND
Kimley-Horn and Associates, Inc. (KHA) supported the City with this street preservation contract by preparing construction documents and developing proposed quantities for streets in the Saratoga Subdivision to receive a microsurface application.

The bidding process followed this schedule:

  • Bid Advertisement: July 9, 2025

  • Pre-Bid Meeting: July 15, 2025

  • Bid Opening: August 5, 2025

Two (2) contractors submitted bids for the FY25 Pavement Preservation Package 1. The bids, along with the Engineer’s Opinion of Probable Construction Cost (OPCC), are listed below from lowest to highest:

  1. Viking Construction, LLC – $546,580.00

  2. Intermountain Slurry Seal, Inc. – $566,202.50

  3. Engineer’s OPCC – $623,054.00

The contract was bid as a Low-Qualified Bid. Kimley-Horn reviewed the unit prices submitted by each contractor and determined both bids to be responsive. The lowest responsive bidder is Viking Construction, LLC, with a total base bid of $546,580.00.

STAFF RECOMMENDATION
Staff recommends that City Council authorize the City Manager to execute a contract with Viking Construction, LLC for the pavement preservation of streets in the Saratoga Subdivision.

FINANCIAL IMPACT
This project will be funded through the FY25 Street Maintenance Tax. The bid amount for the pavement preservation work in the Saratoga Subdivision is within the approved FY25 budget.
