PRIOR CITY COUNCIL ACTION:

At the June 10, 2025 City Council Meeting, the Council authorized the City Manager to negotiate a contract with Quorum Architects for engineering and architectural design services.

BACKGROUND:

Pursuant to Texas Government Code Chapter 2254 and as required by the City's procurement policies, the City issued a Request for Qualifications (RFQ) to solicit responses for selection of firms to contract for Engineering and Architectural Design Services for an Animal Shelter.

The agreement between Quorum Architects and the City is divided into two phases: Phase A, Design Services and Phase B, Bidding and Contract Administration Services. Exhibit A: Scope of Services outlines the full scope of the project and detailed descriptions, deliverables, and timelines of Phase A and Phase B services.

Timeline for Phase A (Basic Design Services) is 270 calendar days and include the following target dates:

• By March 2026, Council presentation to deliver Statement of Probable Construction Cost with 60% completion of construction documents.
• By May 2026, Council presentation to deliver Statement of Probable Construction Cost with 100% completion of construction documents. Quorum will submit PDF format electronic drawings and have submitted construction documents through the permitting process.

Timeline for Phase B (Bidding and Contract Administration Services) is 550 calendar days. Phase B services are dependent on the City Council approval of the Animal Shelter construction process.

STAFF RECOMMENDATION:

Staff recommends the Council approve the contract with Quorum Architects for the engineering and architectural design services of the Animal Shelter.

FINANCIAL IMPACT:

Overall Project Fee to be based on a percentage of the total construction cost of the building for Architecture, Civil, and Structural (to be adjusted at the last billing when the actual costs are determined): 10% x Construction Costs (construction costs assumed to be approximately $9M)

Phases I - IV: $415,000 for Basic Design Services plus the following fees for additional services:

• • Civil Engineering: $105,000
  • Surveying Services: $11,000
  • Landscape Architecture and Irrigation Design: $46,000
  • Interior Design: $28,500 
  • TDLR Review & Inspection: $6,000
  • Phases I-IV Total: $611,500

Phases V-VII: $269,000 for Bidding, Award & Execution of a construction contract, Construction Administration, and Project Close-Out

Phases I-IV is fully funded from the 2024 General Obligation Bonds issued earlier this year.

Phases V-VII: $269,000 is anticipated to be funded by future General Obligation bonds. 

Direct Expenses for Project: $17,000 / To cover the cost of design, bidding, and construction administration expenses of travel, shipping, and reproduction/printing.  These expenses will be paid from bonds for the appropriate phase.

Total Cost for these services will not exceed $897,500.

MOTION(S):

Approval/Disapproval of a contract with Quorum Architects or Engineering and Architectural Design Services for the Animal Shelter in the amount of EIGHT HUNDRED NINETY SEVEN THOUSAND FIVE HUNDRED DOLLARS ($897,500) and authorize the City Manager to execute the agreement.
