PRIOR CITY COUNCIL ACTION:

• February 27, 2024: City Council approved Option No. 1 – Full-Depth Reconstruction for Tolle Road, including roadway, drainage, and utility improvements.

• May 28, 2024: City Council approved a Professional Services Agreement with Lockwood, Andrews, & Newnam, Inc. to move forward with design and survey services for the Tolle Road Improvements Project.

BACKGROUND:

Lockwood, Andrews, & Newnam, Inc. (LAN) has been providing engineering and survey services for the Tolle Road Improvements Project. During the design phase, additional professional services were required to address design revisions and drainage modifications, including:

• Revisions to roadway, drainage, and wastewater design plans.

• Additional study and updates to the drainage report and exhibits for revised culvert locations.

• Extended project management and coordination meetings necessary due to the prolonged design schedule and additional stakeholder involvement.

• Roadway redesign, including revised ditch sections, cross sections, and coordination of expanded drainage easements.

The additional scope is necessary to finalize the design and prepare the bid package for advertisement.

STAFF RECOMMENDATION:

Staff recommends approval of the change order with Lockwood, Andrews, & Newnam, Inc. for additional professional services and survey related to the Tolle Road Improvements Project, in the amount of $93,830.

FINANCIAL IMPACT:

Funds for this change order will be allocated from Drainage Impact Fees within the approved Tolle Road Improvements Project Budget. 

MOTION:

I move to approve a change order with Lockwood, Andrews, & Newnam, Inc. for additional professional services and survey related to the Tolle Road Improvements Project in the amount of $93,830 and authorize the City Manager to execute the change order.
