Consideration of a Platform User Non-Disclosure Agreement between Tarrant County and Street Grace, Inc. to Access and Utilize Artificial Intelligence Platforms

It is requested that Commissioners Court consider a Platform User Non-Disclosure Agreement between Tarrant County and Street Grace, Inc. to allow access and use of Artificial Intelligence (AI) platforms known as Gracie and Transaction Intercept by the Tarrant County Sheriff’s Office (TCSO).
BACKGROUND
Street Grace, Inc. is a faith-based nonprofit organization dedicated to preventing and eradicating the commercial sexual exploitation of children. The organization partners with law enforcement agencies, businesses, and community stakeholders to identify, disrupt, and prevent online exploitation and trafficking activities.
Street Grace provides technology-driven tools, including AI platforms known as Gracie and Transaction Intercept, that assist law enforcement in identifying online behaviors associated with the exploitation of children. The Gracie and Transaction Intercept platforms utilize AI to analyze publicly available online data to identify indicators of potential criminal activity related to child exploitation.
The proposed Platform User Non-Disclosure Agreement establishes the terms and conditions under which the TCSO may access and use these platforms. The agreement addresses data security, confidentiality, and limitations on use, and ensures that all information accessed through the platforms is handled in accordance with applicable laws, policies, and law enforcement standards.
Approval of this agreement will allow the Sheriff’s Office to utilize these tools as an investigative resource to support efforts to prevent and disrupt the online exploitation of children. Participation is voluntary and services are provided at no cost to the County.
This Agreement has been approved as to form by the District Attorney's Office and was reviewed by the Information Technology Department.
FISCAL IMPACT
There is no cost to Tarrant County to access and use the Gracie and Transaction Intercept.
